It applies when an area has endured a perceived temperature of at least 35 degrees for two or more consecutive days and is then expected to hit a perceived temperature of 38 degrees, or an actual temperature of 39 degrees, for at least one more day. Meeting that bar takes a sustained, punishing stretch of heat. Beyond Seoul, the warning also covered the southeastern and southwestern parts of the city along with Osan, Hanam and western Yeoju in Gyeonggi Province, and Jangseong and northern Gokseong in South Jeolla Province, a map that stretched from the capital deep into the south. ## Records across the country The numbers behind the alert were extreme. The national high reached 41.1 degrees in Gwangyang, South Jeolla Province, while Daegu hit 40.9 and Uiryeong in South Gyeongsang recorded 40.7. In Seoul the perceived temperature climbed to 36.1 degrees, with the week's forecast pointing to highs and perceived temperatures near 37. ## A rising toll The human cost has been mounting. As of Saturday, 1,889 people had suffered heat-related illnesses this summer and 14 had died. The days that followed brought more grim news, with the first heat-related death recorded in Incheon and a suspected heat death in Busan, a man in his seventies. The pattern points to who is most exposed. Heat of this intensity falls hardest on the elderly, the isolated and those who work or live without reliable cooling, the people least able to escape a warming city. ## The response on the ground Authorities have scrambled to blunt the impact. Visiting nurses are monitoring roughly 63,000 vulnerable residents, water is being sprayed across 1,982 kilometers of roads by a fleet of 205 trucks, and drones have been sent over North Gyeongsang and Hwasun County to reach people in remote areas. The advice to everyone else is blunt. Officials urged the public to avoid outdoor activity, especially between 2 and 5 in the afternoon, to rest in the shade, and to drink water or sports drinks rather than caffeine or alcohol.
